В настоящее время в Женеве находятся два обращения Eco-TIRAS.

Первое, по вопросу соблюдения Украиной Протокола по стратегической экологической оценке, было направлено в марте 2017 года в связи с нарушениями протокола при принятии Кабмином Программы развития гидроэнергетики до 2026 года. Программа предусматривает строительство в верхней равнинной части Днестра шести русловых ГЭС.

Обращение можно скачать здесь. К настоящему времени Комитет по внедрению Конвенции Эспо и Протокола СЭО предварительно рассмотрела сообщение и запросила Украину дополнительную информацию. Следующее заседание назначено на декабрь 2019г.

Второе сообщение касается системных сложностей в доступе к экологической информации в Республике Молдова. Сообщение направлено в июле 2017 года. В ноябре 2019 года в Женеве состоялись слушания по этому вопросу, в которых приняли участие представители правительства Молдовы и заявитель. Правительство признало справедливость коммуникации, пообещало принять меры, для чего должен быть разработан и принят план действий, но ушло в отставку. Вопрос остается открытым.

There are currently two Eco-TIRAS applications in Geneva.

The first, on the issue of Ukraine's compliance with the Protocol on Strategic Environmental Assessment, was sent in March 2017 in connection with violations of the Protocol when the Cabinet adopted the Program for the Development of Hydropower until 2026. The program provides the construction of six hydropower plants in the upper plain part of the transboundary Dniester River. The appeal and the whole case could be downloaded here. To date, the Committee for the Implementation of the Espoo Convention and the Protocol on SEA has previously reviewed the communication and requested Ukraine for additional information. The next meeting is scheduled for December 2019.

The second report concerns systemic difficulties in accessing to environmental information in the Republic of Moldova. The communication was sent by Eco-TIRAS in July 2017. In November 2019, hearings on this issue were held in Geneva, in which representatives of the Moldovan Government and the applicant participated. The government recognized the fairness of communication, promised to take measures, for which an action plan should be developed, adopted and implemented, but resigned. The question remains open.
