Moldova returns to the issue of implementation of the Aarhus Convention

Two Eco-TIRAS projects, both supported by Germany have started in Moldova. One of them financing by the Federal Ministry of Environment and Nuclear Safety via the German NGO UfU www.ufu.de – The Independent Institute for Environmental Concerns in partnership with Eco-TIRAS and the Ministry of Environment of Moldova has the scope to solve two issues: to draft the legislation to harmonize Moldovan law with the Aarhus Convention, and to propose the governmental Action Plan for implementation of the Aarhus Convention in Moldova. In June it is happen the WG meeting and local experts drafted necessary peaces of legislation as well as realized analysis of the national legal framework to determine the gaps and necessities. The public presentation and analysis of these drafts is happen in September 2009.

The other project supported by the Rosa Luxemburg Foundation (Berlin) www.rosalux.de is dedicated to implementation of the Concept of cooperation of the Parliament with Civil Society (2005) and the new law on Transparency of Decision Making Process (2008). It includes publishing of the national environmental legislation as a tool for public participation in commenting of law drafts as well as five seminars on two issues: implementation of the Law on Transparency of Decision making Process (2008) and of the Concept of Cooperation of the Parliament with Civil Society (2005). The other close goal is to learn Moldovan NGOs to apply with the communications to the Aarhus Convention Compliance Committee (ACCC). In the first seminar on ACCC participated two international experts: Andriy Andrusevich from Lviv, Ukraine, and Michael Zschiesche from UfU, Berlin. During these seminars Moldavian national experts presented reports and legal drafts on improvement of national legislation in favour of the Aarhus and discussed the draft of the Aarhus National Action Plan for 2009-2014. The last two seminars on this topic as well as of how to apply to the Aarhus Convention Compliance Committee in cases of violation of the Aarhus Convention in Moldova were discussed at regional seminars organized by Eco-TIRAS in cooperation with Balti NGO “Ozon” (head – Dinu Cojocaru) on October 9-10, 2009.
